요즘처럼 주택 시장이 주춤할 때는 리스팅 가격(Listing Price)은 물론이고, 정부 공시지가(Tax Assessed Value)보다도 낮게 거래되는 매물들이 실제로 주변 거래 데이터(Comps)에 찍히기 시작합니다. 이 현상을 보고 많은 바이어분들이 의아해하시거나, 혹은 "지금이 기회다"라며 좋아하는 집을 터무니없는 헐값(Deep Discount)에 살 수 있을 것이라 기대하곤 합니다.
정부 공시지가가 실제 시장 매매가(Market Value)보다 훨씬 높게 나오는 데에는 두 가지 결정적인 이유가 있습니다. 첫째는 '타임랙(Time Lag: 시차)' 때문입니다. 카운티 감정원(CAD)은 전년도 과거 데이터를 바탕으로 세금을 매기기 때문에, 최근 몇 달간 시장이 얼어붙고 실거래가가 낮아진 최신 흐름을 실시간으로 반영하지 못합니다. 둘째는 '대량 감정(Mass Appraisal)의 한계' 때문입니다. 카운티는 수만 가구의 집을 일일이 방문하지 않고 컴퓨터 알고리즘에 '면적과 위치'만 넣어 획일적으로 가치를 산정합니다.

심지어 요즘 같은 불황기(Slow Market)라 하더라도, 입지가 좋고 내부 수리가 완벽한 '알짜배기 매물'에는 여전히 복수 오퍼(Multiple Offers)가 몰리며 리스팅 가격보다 높은 가격에 최종 계약이 체결되기도 합니다. 따라서 오퍼를 작성할 때 바이어가 스스로에게 던져야 할 가장 중요한 질문은 이것입니다. "내가 이 집을 정말 마음에 들어 하는데, 몇만 불을 더 아끼려다가 이 집을 다른 사람에게 놓쳐도 정말 후회가 없을 것인가?" 무조건 깎는 것보다, 놓쳤을 때의 후회 비용을 계산해 보고 합리적인 밀당(Reasonable Discount)을 하는 것이 불황기 시장에서 원하는 집을 쟁취하는 진짜 전략입니다.
